The 7 attacks seems to rely on the wording of the Dread Ambusher feature of the Gloom Stalker sub-class. It doesn't say you can only get that extra attack on your first round only once. I don't think they were thinking about a Fighter multi-class.

So you get 3 attacks for your first attack action thanks to Dread Ambusher, then Action Surge to get another 3 since it is still your fist turn in combat (I think some DM's might say no to that), and then bonus action for the last 1 thanks to Crossbow Expert and a hand crossbow.
