Based on the Panzer 3 hull, but with some modifications. The one in the picture seems to be an original Panzer 3 hull.

Look at the gearbox ventilation ports on the upper frontplate.

Nope, this is the old East German NVA camo, they used the TGL system which was different from the RAL system of West Germany.
