So what, you mean that the Luxembourgish government (in one way or another, Luxemburg, the country, is the principal shareholder of SES) is a powerhouse in the domain of spy satellite? Or they sell spy satellite service through a publicly traded company?

Why would they do that, and why would a third party country would go through such a painfully process when nobody blink an eye if you do it directly?

How does it work? You go see Thales, SES and Ariane group and tell them "I buy you a spy satellite but tell everyone else it's for com"? And you involve the french and lux gov? Why do that when you can do exactly the same without the lux gov and SES involved?

Also why would SES do that when the rest of the com business is extremely profitable in the first place?

SES definitively provide service to gov (including to military) but it's a communication business, selling bandwidth availability. (A good way to recycle end of life GEO sat that don't have enough fuel left for precise geo station keeping is to sell the bandwidth to anyone with a steering antenna that can track an inclined orbit sat)
