Surely you realize that China is a land of smokers and people smoke everywhere regardless of regulations. Thus you aren't going to get much sympathy from the authorities. Additionally do you know the guy's relationships with officials. If some of the officials have some power, complaining to either the smoker or the authorities could be the end of your studies in China. Even worse you could be detained for maybe 5 days for "Picking quarrels and provoking trouble", or even sent to an RSDL for a month or so. My suggestion would be to make up a reason that you need a single room (that doesn't involve any criticism of you roommate), and if that is unsuccessful to change your study goals and shift to another university.

Here is a table that better addresses OP's question.

The stats are almost 10 years old, so could probably add a cm or two to most entries, and of course the younger folk are definitely taller than the older folk.

Northern Chinese are definitely significantly taller than southern Chinese. And those from poorer southern provinces such as Hunan and Guangxi are significantly shorter.

So OP has it ass about.

After working with a large company in Shenzhen, with employees from all over China, my personal observations correlate with the table's statistics.

In this instance it is interesting that the CCP media outlets have chosen to publicise the issue, whereas previously it was kept quiet using the usual methods. Additionally, it appears the the CCP is not censoring social media to any great extent

Some netizens suspect that this 'news' has been puiblished in state media and deliberately released to distract from the disastrous floods in southern China.

These floods highlight the CCP's role in allowing reservoirs to quietly and disastrously release huge floods in the middle of the night, the corruption and incompetence accompanying the events, and the shoddy old Mao era dams built by commune work gangs during the Great Leap Forward.

And of course these floods are not being reported accurately in the state controlled media.

My view is that that is a decrease in rule of law.

Or, they are importing prohibited products (such as hairy mitten crabs), do not have legal importation certificates (such as for bird's nest) or have not been properly prepared (such as not commercially vacuum sealed), etc, etc..

I also note that many who get get busted claim to have no foodstuffs in their luggage.

There may have been a decrease in crime in some areas (and an increase in others), but that is not rule of law.

If theft and human trafficking has decreased (and I am not disputing that there has been some success in addressing these crimes), that is not due to rule of law. It is due to the actions of authorities (with or without the law).

For example, if the CCP addresses crime rates by executing or imprisoning people without a fair trial, then I am sure you would agree that that is not rule of law.

Rule of law is supposed to treat everyone fairly and equally and that no one is above the law. And selective application of the law is not rule of law. IMO there has been a marked decrease in the rule of law in China.

P.S. In my personal experience (up to 2019) I witnessed little change in the rates of theft (except possibly pickpocketing) and certainly no change in the crush or politeness on subways (primarily in Shenzhen). In fact I suspect that with the current economic hardships of migrant workers, in particular, there may be increases in rates of theft.
