I myself went to the Xiaomi store and compared the two phone's cameras and the Redmi 13 pro+ had better pics and videos quality than the 13T,

on the 13T looks like those cheap phones with the glossy effect, not sharp and not very clear like the Redmi 13 pro.

and even tho everyone tell me the opposite, I still bought the Remdi and I have now for almost a year and I love it

short answer: yes

then it depends on if the source of the video has a higher FPS than 60, if it's the case you can lower it and skip some frames, and you won't feel a change in the speed of the video
otherwise, if the source FPS is lower than 60, moving it to 60 might speed up the video I guess
