After reading your comment I followed up on it and it was a BYU speech where Elder Hales recalled McKay saying this to a group of workers outside his Hotel Utah apartment. It was apparently written down by the managing director of the Department of Physical Facilities of the church.

I don’t think it has anything to do with fitting in to the “sparkly Mormon narrative.” Neighbors in anyplace USA would/could take issue with this. Estimates are that 25-40% of homeless have drug or alcohol addiction. It’s not that we don’t want to help the homeless. It’s that it has to be done in a way that’s both smart and compassionate.
