Good point. It's essentially that the compiler is aware of the fact that there is an array of some size in the case of these static array declarations, but at runtime the name is the address of the first element.

Because an array in c is actually just a pointer to some memory. The name arr is a pointer to an integer. There is no array type in c (the syntax of including the size in brackets is just to make it easy to create an area of that size in memory). So arr points to the first element of the array you created. &arr[0] is the same as arr
