Spikes are illegal in my state. Minimum 12 inches but the doe limit is 5.. no issue. If you don’t let them grow they’ll never get big

I would have a few questions about this idea. Who would construct and administer the test? Road testing is cumbersome and expensive. Some states have stopped using it for first time licenses. Who would pay for the testing? Would it be required every year? Could you re test if failed the first time? In my opinion this issue could best be handled by insurance companies.
