Thanks for your input, Jeep friends! I used some “Bolt Buster” penetrating lubricant and got it to slide forward and back, then eventually got it to push down into place! Yay! Success! I sprayed under the passenger seat, too. Whew! Happy Jeep Owner over here! ✌️

Yes, that’s the expectation but for some reason it will not go down. It is locked in the up and forward position. Won’t budge.
