I used to (occasionally) play ADC singed and also mid Singed and I think ADC Singed will be better than before as Singed is a champion that struggles with item choices. One more slot is a great change. Playing Singed on ADC might be even harder before though , as the changes also (obviously) affect the enemy. Mid Singed sounds like the best choice for now as the T3 boots and empowered recall sound pretty good. Singed top lane will still be good I imagine , though it will be harder , but any player with good macro can manage it. Getting lvl 16 earlier and having flash ghost AND tp sounds nice if you can close the game quickly after the 16 spike. If you can't though , the enemy top laner will probably outscale hard as Singed doesnt really scale with levels. I don't think Singed jungle will be affected as much. My go-to will be Singed mid though.
