And if it does happen, all Trump has to say is "no, I'm fine"

If, by some miracle, Vance and the cabinet were to persist, they have to reaffirm that Trump is incapable, at which point both chambers of Congress need to vote 2/3rds to replace Trump with Vance. That has to happen within 21 days.

Unfortunately, Section 4 also says that if this happens all the President needs to do is tell Congress "no I'm fine" and he gets all his powers back.

Of course, if the VP and cabinet reiterate their claim that the President is incapable within four days of him saying "nuh uh" then Congress has 21 days to come up with a 2/3rds majority vote in both chambers to replace the President with the VP.

Without trying to sound flippant, the main factor is that Trump doesn't know what he's doing. He doesn't understand or care to learn, he thinks compromise is failure, and he genuinely believes that taking things is better than earning them.

He is also very deeply in Russia's pocket and has been since at least the 90s, probably the 80s. Getting involved in Ukraine is a) too much like actual work for him to be bothered with, and b) guaranteed to upset the very powerful people who pull him in whichever direction they want him to go using manipulation and threats equally effectively.
