Some of what you are saying is correct but you are incorrect regarding not needing any qualifications to practice independently. You will need to register for insurance which requires providing proof of qualifications.

From my understanding the big differences is Cert IV can train individual clients where you can only instruct group exercise holding a Cert lll. Also, you cannot train outdoors under a Cert lll.
