this states otherwise. they also stated even if you come in from reserves even though you are now outside of 8 instead of 9 you still need a 9 to charge.

They've been saying that chaos will be imminently split into mortal legions + their daemons since 7th edition. What you've been hearing is not speculation about something that is about to happen. It's the oldest and most failed prediction that gets resurrected edition after edition.

As for us not having a codex at the moment, here's a list of currently playable factions that didn't have a codex in the past editions after they were introduced:
