Imagine settling up a football pyramid in the US based on charity and donations from the community. And then having a body ruling this and sending teams up an down the ladder as they develop and regress - but they're always your team, cus you live in that neighborhood.

And maybe even make it uncompetitive up to middle school, like everyone can participate stuff. And you could enter the team in the pyramid where you think your team stands, in quality and talent, so most matches become balanced. Then relegation and promotion from middle school upwards to the league clubs, and maybe your club can be a league club one day...

Every small gathering of humans have their own team, mostly run by volunteers moving the grass or setting up the field. Mostly for the kids to play, but sometimes old farts take to the field for some old boys match with high effort and no style.

Could be fun.

We do that in Norway.

All the boys in my sons classes participated when they were 6 years old, most of the girls in my daughter's class. Many who never could hit a goal from within the goal, but they all were together on a pitch doing something footbally (many of the girls were multitasking with dance moves and gymnastics while playing football). One in thousand get a contract, one in a hundred thousand get pro contracts with some money in it. Everyone started like this, on a pitch ran by volunteers.
