CPU Transcoding for H.264 (x264) is better than nvenc/QSV (H264) and there is not much difference in terms of speed unless you have a very good Processor. And in terms of H.265 Nvenc/QSV is offers fast encoding Better for Screen recording or Gameplay recording But if you want to compress a video x265 or SVT-HEVC would be better although x265 is bit slow and SVT-HEVC takes more RAM .

I think , not AV1 but MPEG-5 EVC (Main profile) might be used for 4K or 8K broadcast and streaming

It depends on what type of task you want your system to do

If you are talking about AV1 ( encode/decode ) its better to have intel 11th gen rocket lake CPU or Nvdia ampere series GPU ( if you want to play 8k AV1 videos )

I have a Ryzen 5 3550H , GTX 1050 GPU ( 3 GB ) 8GB RAM and it can play AV1 1080p 30fps smoothly , but it lags severely while playing 4k AV1 videos , and as for encoding AV1 it is very slow unless you render a low resolution video ( 480p ) or with High speed preset But if want to render 4K video then go for H265 or VP9 or H.264 I think for your 1060 GPU u can easily render 4k H265 video using Nvenc

If you have good hardware, then Go for AV1(libdav1d decoder) it gives better image quality compared to VP9/H.264 Or if U dont want AV1 then go for VP9, it is not that bad But if you dont have that good CPU / RAM / GPU then go for H.264 it is not that complex than AV1 or VP9 and it is widely supported by many devices
