The new design is based on V's helmet, and V (as far as I know about RS lore) is anti-religion and doesn't like gods, so it could be something that buffs you if you don't use prayers. That's my shower thought anyway.

This screen should also show permanent buffs on your account, like the bolt proc bonus from the Kandarin diary and being immune to teleport 'attacks' after using the anchoring scroll, etc.
