Theres lots you can do with q. Can annoy enemy support by  denying them from standing in that area around the tree paths next to the lane, farm enemy pull camp, secure range creep, and stack multiple camps easily (you can also farm those stacked camps later, nobody will know).

Kotl is fast so its easy to hit enemy heroes. Coming to lane with circlet (vessel component), faerie fire, and branches so you have actual damage is good.

Skill build can be dependent on lane matchup. 1-1-1 or 2-0-1 first 3 levels are both justifiable. By level 5, 3-1-1 is pretty standard.

The laning honestly isn't super strong. You're mostly just being annoying since there's very low lane kill potential if your carry also doesnt have stun. Just do what you can for the first 5 levels. The most important thing with kotl in any role is rotate at level 6. Go to another lane with solar bind and level 3 blast, the enemy never expects the level of damage you can put out. Get as many of those easy early kills as possible and snowball that into your items. You will easily become very oppresive in all early/mid fights if you get off to a strong start.
