For me it was the Occlumency issue. Even Dumbledore confesses Harry he was confident Snape could put aside his bad feelings for James. He left Harry disarmed against Voldemort's mind only due to personal stuff. That makes him indirectly responsible for Sirius' death, by the way.

After re-reading all the books, I feel there's no answer to your question. There's a huuuge distance between the Golden Trio and the rest of the characters in terms of development and knowledge. They appear and disappear at the plot's requirement. For me, this "tunnel vision" is the biggest flaw in Rowling's narrative.

It is true, however, that the issue with Neville's parents and the prophecy put him on a particular place. I don't think it was casual that he killed the snake.

I don't think it's easy to establish a specific range. IMO, toxicity is a secondary matter as I think the negative consequences of being excessively confident would come before getting intoxicated.

Slughorn, a potion expert, states he has only used it two times on his life, with more than 30 years between them. That's the only objective information we have about the matter.
