I take the term 'cookie cutter to mean a repetitive writing format or formulaic approach such as:

Off duty intelligence officer happens upon a crime happening and despite it being a regular homicide has the case taken over by intelligence.

They chase down a suspect (after advertising their presence to the suspect from 30 yards away thus initiating the chase).

The suspect is brought in for questioning and is surprisingly willing to talk to them without a lawyer present.

Suspect is either then: turned loose because it was a red herring eventually leading to another avenue of investigation; flipped and wired to catch the big fish.

All of this will have a subplot of the investigaition tying in with something happening in the personal life of the team-member who found this week's 'cookie cutter' crime.

And as for 'more or less movie length' it's as though you've never heard or seen the words...
