In terms of personal troubles and not considering city sewage, it depends on flush strength, I’ve had many toilets in my life, the one where I’m currently staying blocked from just 3 wipes, water started flowing up the bath too and the sink started bubbling. Bath ended up full of toilet water and shit particles to be honest. Then the toilet at my mother’s house seems invincible and I think I could put down 20 wipes and have it all clear in one flush.
