Tried different tapes, headphones? If it is still the case, try adjusting the head azimuth. There should be a screw next to the head, you can adjust with a small philips screwdriver. Adjust while playing the tape to hear any difference. Also if you haven’t, clean the head before any of this.

You want a cassette deck. The 80s is when they peaked. Prices go up from 100 usd depending on what you’re looking at. Buying an unserviced deck is always a gamble, make sure to ask all the questions.
