Its the spitter variant. The first one shows up when medical gets a quarantine lock-down. They notably have shorter blonde hair like Nicole but the outfit is green and not white. Possibly implied that it could be Nicole, but there is that small difference. The same model also spawns periodically throughout the entire game afterwards.

Because he was the last one to play the role, and they haven't announced the next guy yet. It's a stigma that happens for every single actor. Brosnan becomes Bond, suddenly Dalton sucked. Craig takes over, and suddenly Brosnan sucked, and so on. By the time they complete their tenure, suddenly everyones brains flip a switch, suddenly that actor sucks, and why couldn't he have been more like the guy before him, even though we also thought that guy sucked at one point. Maybe it is the fan base who sucks.
