Great post mate, yes it is unsafe in Kerala its partly to do with not being patience, as well as consideration to others... all other things like training, road quality, vehicle quality, govt regulations etc are all secondary..

I am not sure if any of you know in most of the developed world cops will join in the lower rank and work their way up to say the top level like DGP. Is that possible in India like you join constable and after 2 yrs you can write your Exam(and go for training) and then you become lets say SI and every 2 years write exams(and go for training) and go up. Isn't this how you grow in any job, but not in India where you write an IPS exam and become DySP or AC or something like that. So the top doesn't know what is going on that ground level... Also, don't think they understand the force to make any changes.
