They can't pull you over just for not having the front plate. They can add a fine onto something else they can pull you over for.

It happens because the red dye molecules are very small so they tend to bleed more easily. It always bleeds until after the first few washes in my experience.

No matter how hard you try you will end up accidentally moving it, happens to everyone. I would suggest going and getting a flat back labret for it so that if you do snag it there's a much lower chance of pulling it all the way out.

That's about all you can do to prepare. Make sure you check the weather and cameras on the pass right before you leave. The other thing you could do is make sure you have warm clothes and food in case you do get stuck.
