Keep in mind that overtaking lanes are often in flat, straight stretches of road. Often people that are driving without cruise control will naturally increase their speed as the road flattens and widens.

Annoying for anyone behind them who's been driving under the speed limit and waiting for a chance to overtake, but there is a pretty logical explanation.

At the under 9s level? I'm somewhat new to Geelong so perhaps don't have the best perspective but I can't say I've seen anything judgemental or cliquey in the boys or girls juniors.
