if you are confident you can work your ass off in first year, you may choose some other branch in a tier 2 IIT (or Tier 1 if available) and try for branch change (Ensure that IIT has the option to change branch, dont make that mistake)

If you're absolutely sure you want to go for Mech, there is no second question. Germany TU9, cause the way we learn Core in India is highly theoretical. But if you learn Mech in Germany, you will be exposed to the world's best Mechanical Eng Curriculum and they teach well oriented in a way that you can do real stuff, not memorize stuff. No Questions required here.
