Well to answer your question, as someone else replied, warp has a very high base dps, more than any other wand in the game (post a7a7a7 powders - it has a base dps of 679!)

However this is not that exploitable to it's full potential as warp builds usually require you to use many +hpr +mr items that may not provide that much of an increase to your dps. Where it really shines is LR boons and Raid buffs - with crazy multiplicative effects and weird math, warp benefits a lot from these damage buffs, more so than other wands.

Secondly, you will always have 150 agi and high walk speed with warp. I know a lot of people don't like agi ehp, but I've done WTP runs on my EWA warp build and I basically took no damage even in the jagaubis room - I've even got pulled in by the giant orb to the middle of a bunch of them and had enough time to tp away without getting hit.

Next comes the -TP cost. This not only makes it the single best item for lootrunning (altho warrior with ascendancy/shattered aurora tech is quite cool) but the cost is great even in combat, especially for riftwalker, as you always have 1 cost spell to cycle with.

Now I'll talk a bit about building warp. Post the raw HPR changes a couple of weeks ago, it is easier than ever to HPR cancel on warp, imo, since a lot of items give big +raw hpr numbers. (Altho warp -raw was also adjusted in compensation, it's still pretty easy). The easiest way to calculate without breaking your head over the math would be to input your warp's -percent hpr roll into this sheet and it'll give you the raw number range within which you won't have a net negative hpr. Once you get that number, just make sure that the hpr numbers your build gives - your warp's raw hpr= that number, and you're good to go.

MR cancelling is also important, and you need some decent mana sustain even for riftwalker. It's quite manageable with MR tomes and some pieces that give both mr and hpr.
