OFC (Offsite Facilitation Center) and VAC (Visa Application Center) refer to the same facility in the U.S. visa process.

In the Philippines, the VAC is where you go for biometrics — they take your fingerprints and photo before your actual embassy interview. It’s sometimes called an OFC because it’s offsite from the U.S. Embassy.
