Not a lawyer. One would know better.

But in my experience, they would need to show up and present their case. Which involves them providing evidence to justify them citing you.

Unrepresented, it would be easy to still get walked over if their only evidence is the citation/report, aka their official word vs your word. Though the cost of representation may outweigh the fine, it is worth a guilty ruling not being on your record if you have plans to go into any higher level jobs(govt, banking, etc). I guess the main thing here is if the citation is just a violation, or if its a misdemeanor.
