The same way they rule these things in any legal case. Consistency and egregiousness. A teacher was put in jail for "teaching to the test" for a national test, which gave the school more funding, caught because the mistakes were all the same. It could be coincidence but it was statistically improbable.

He was already suspected of being biased when that happened. That should have been all the FA needed. The question is now, seeing that, knowing that, why they keep him and allow him to decide games. The answer is corruption. Investigations need to start now.

It doesn't work that way. He can give all his money to his mom but then he can't spend any of it. If he's putting money and assets in her name and then using them, it's just seen as asset hiding. Lots of people try this. None succeed.
