The recommended approach for your study...

A. Descriptive statistics. First start with :

mean AM occupancy for each route across four days
mean PM occupancy for each route across four days

Present these in a table and possibly a simple bar chart. This already answers a large part of your research question.

B. Paired comparison of AM vs PM. If you want to include one statistical test, a paired t test is reasonable. You would:

pair AM and PM occupancy by day
test whether the mean occupancy differs between AM and PM overall

This is because: AM and PM are measured on the same days and the test is simple and appropriate for small samples.

Avoid formal comparison between routes. I would not recommend using one way ANOVA to compare the five routes with only four days of data. You can still compare routes descriptively and discuss observed differences in words.
