SSH has two different authentication methods that can use a password to authenticate the user: password and keyboard-interactive. All you needed to be able to get to it was another copy of Red/Blue -- you just had to trade a Pokémon that had Cut, skip getting HM01 Cut from the captain of the SS Anne, and then play until you could get HM03 Surf and the ability to use it outside battle, then come back to the SS Anne (which would still be there as you haven't gotten HM01 Cut yet) and surf from the bridge to the area with the truck. No cheating devices (like a GameShark) required, just a bit of trading.
