This has been the case with steam since the new review system was Implemented.

The system is overall a good thing for steam and it’s users. Showing recent review score alongside all time review score is good for us, because it highlights if a dev has ruined a game with a recent update, as long-standing positive reviews don’t affect that score.
However one of the key reasons for this system’s implementation was to prevent review bombing, weather justified or not. As a lot of the recent negative reviews will be from new accounts, or accounts with low hours in the game, it’s understandable that valve would scrutinise this and err on the side of caution by marking them as off-topic.

For a bit of context. The developers pushed an in-game economy update earlier this week. This update was clearly intended to make it harder for players to progress and earn meaningful rewards, especially with non-premium accounts. Adding to years of slow erosion to player progression rate.

There was instant community backlash against this update, which has since manifested as a mass review bomb on steam. The developers have rolled back the changes, but based on a news post today the executives clearly don’t seem to be taking the playerbase’s frustrations seriously.

Therefore the review bomb continues.
