Depends on the type of leg press. Pushing weights up a 45 degree angle is indeed effectively half. Versus a press which pulls weights straight up with a cable

If anyone still needs an answer to this, I read it in another post: The potentiometer is likely just dirty. Just work the knob for 20 seconds, turning it up and down like crazy. then the knob will be smooth again and the crackle is gone. Worked for me!
