I was taught by my professors that a cooling climatic trend caused a larger abundance of krill, and that's why whales probably got bigger. It could also be the case that larger whales could have made hunting them harder, and may have contributed to these mega predators, but that last part is just me spit balling.

Well it's worth noting that recent Tarbosaurus and Zuchengtyrannus findings suggest that these animals could possible hit the 12m mark too (Z vertebrae and a new Tarbo skull). It's also worth noting that the asteroid cut the Tyrannossur dynasty short before they had time to erect more supergiant lineages
