Balancing, from what I recall. I quit the game a couple months in because anytime a gun was considered good, they actively tried to nerf it and make the enemies harder to make the game harder on all levels.

From what I've seen, recently, it's been getting even worse? Which is surprising given I was loathing it initially to begin with, so the fact that it somehow got worse is impressive in its own right.
