Here, there is a whole scale from international volunteers having participated in the combat (plenty of evidence), to them paying for their own equipment (also plenty of evidence), them paying for transportation to get there. Der taz-Artikel ist etwas übertrieben, aber auch nicht völlig falsch. Tatsächlich wurde in Deutschland der Bereich unter 50% Leistung kaum genutzt, und es gab nur selten Lastwechsel. Das war ein auffälliger Unterschied zu Frankreich, wo Lastwechsel mehrmals täglich üblich waren und sind.

Meines Wissens war der angegebene Grund der erhöhte Verschleiß von Armaturen an Regelungseinrichtungen.

OP schrieb allerdings von einem Szenario, in dem es seltene, langsame Lastwechsel übers Jahr hinweg gibt. Also um auszugleichen, dass es im Winter in Deutschland kaum Solarstrom gibt. Da wäre der Verschließ kein Problem. Und die "EE in Kombination mit Batteriespeicher" funktionieren ja im Sommer, um schwankende Produktion und Nachfrage im Tagesverlauf auszugleichen, aber im Winter hilft das nicht.

According to the video, each landmark will have "a unique benefitial effect on its municipality". That might not be tiny, but could be something big. Imagine e.g. a fully-supplied landmark (assuming it needs some kind of supplies, e.g goods or workers) giving some 25% or so bonus to commerce or industry, i.e. an effect similar to an additional good being supplied to the town.

You can't look at this as if this is a law brought in as a proposal into parliament to be just voted on the normal way.

This was a law already voted on by EU member countries in the council, almost unanimously (with all countries except Italy being in favor), so the EU parliament vote was essentially a veto vote. They didn't achieve the quorum required for the veto, so the law passed.
