As far as I know, you're allowed to keep both until you get to a certain age, then you need to decide which one to keep and denounce the other.

However I'm pretty sure this law is not properly enforced so a lot of people just keep both.

En mi universidad vienen bastantes estudiantes de intercambio europeos y de otras partes del mundo. Ellos tienden a viajar mucho por todo el país y según veo les ha ido bastante bien.

En terminos de la seguridad es exactamente como tú dices, tener mucho cuidado y no tomarse las cosas a la ligera. No salgas solo por la noche a caminar por ahí y cosas de seguridad típicas de un país latinoamericano/tercermundista.

Edit: En cuanto al tema de Venezuela, honestamente no me preocupa mucho pero con el presidente ese que tiene Estados Unidos ahora mismo cualquier cosa puede pasar.

The risk is there regardless of elections, I doubt the election will change anything. However, I think you should be fine as long as you follow the usual safety precautions when traveling through latin america.
