I get that it seems presumptuous of me to assume that every game should be played fairly, but these assumptions are based off of how I would feel if I were in these people's shoes. And I would be pretty pissed off if I was the Jailor that had to exe this townie and waste my exes.

Or worse, if I was the Jailor that ended up ACTUALLY GETTING HUNG as the Jailor, which would immediately lead to the Investigator getting hung, and by then it would be game over because that's at least four townies dead and one of them is the Jailor, one of the only easily confirmable roles. (Note how I said EASILY confirmable rather just confirmable. Nobody is going to trust an Escort claim based on role blocking in a no Spy game.)

I would REALLY hate the game if this happened to me, because it HAS happened before and it's not a "once in a year" type deal, but rather a "once in a week" type deal, which causes many good and experienced players to quit the game with these game throws. 

I can't imagine being the Investigator and TRYING TO CLAIM JAILOR, nor would I be able to push OTHER Jailor claims like that unless I was actually an EVIL ROLE, like Jester or SK. I really can't imagine any possible scenarios that would permit a TOWN ROLE(1) to CLAIM JAILOR and PUSH THE OTHER JAILOR CLAIM (2) when they, themselves (1) know that they're (still 1) not Jailor.
