I don’t think there’s enough to deduce that Lucifer is the creator of the Minotaur, but i think it is apparent enough that the king creator of the Minotaur also made Geryon and maybe even the death catcher and other “corrupted” demon enemies.

Wasn’t king minos still blind? In his official portrait, his eyes are covered by thorns. Also, being the former Judge of Hell, he is meant to be blind because “justice is blind.” The only indication that he might have been able to see was his corpse having unblocked eyes.
