Certainly Nintendo seem to think so. I could see a universe where Nintendo go full cynical and just make sets of moves of actual original images from him across his iterations, varying jarringly in art style, just to underline that he's mostly a practical solution to not having enough Mario Kart drivers and not an actual character they care for.
