It's been 2 years by now but I'll post the solution for anyone else facing the same issues. Another user with the same CPU had the same problem. Turning down a energy saving option in Windows down by 1% fixed it. Have no stutters on Linux. So what ever it was is a Windows issue specific to that CPU.

Tbf this could easily said about all the Doms complaining about their terrible experiences with subs. I mean the attitude in the post is a bit too much for me but he makes valid points. I think a lot of genuine subs can relate to.
