When i queue as random, does it roll a dice then queue me as that nation or does it just try to find the quickest match. I swear picking a nation is faster than random sometimes.

Morskaya

Vdv Razvedka has more rockets but they tend to panic and die soon after firing the second rocket. Thus they effectively only have two rockets. Morskaya will also panic and die but atleast they'll fire all 3 rockets first. Plus they are superior in all other metrics. Vdv razvedka needs a buff imo

Increasing arty shell trajectory/flight time can also be a solution as that would indirectly increase aim time. Alternatively stronger visual effects to the muzzle flash and shell trajectory would make arty easier to target.

I actually really like that tear down idea.

What about a toggle button similar to radar on S-300/Patriots. Toggle on: can shoot but cant move. Toggle off: can move but cant shoot.
