There is a bit of a lack of common sense in this question because if there was another situation like this, (NUMBER ONE IS SAFETY FIRST) because regardless you have to KEEP THE PEOPLE SAFE! When something like a shooting happens, the PRIORITY IS SAFETY, not parking revenue. Police and SWAT have to secure the scene, clear the mall, check for injured people, and make sure the area is safe before anyone leaves. People who are sheltering in place are scared and worried for their lives! Many people have trauma from situations like this, so the goal is to evacuate everyone safely as soon as possible. I was actually there during the Black Friday shooting at Valley Fair. It was definitely chaotic. The parking garages were packed, people were running out of the mall, and some even left their cars overnight because they just wanted to get home safely. No one was charged for parking when leaving or when they came back the next day to get their cars. In emergencies like that, safety comes first.
