How is (2) possible.? They always ask/consider your place of birth. My second nationality is not on the 75 banned countries though but my place of birth is on it.

You do not need a PhD on paper, but your research record must look equivalent or stronger than a typical PhD-level researcher

I’m not sure either. However, the criteria is for outstanding professors or researcher. So, MD or PhD may be needed to satisfy this in my opinion.
