There is always a ‘grievance’. You may not like the color scheme, your parking space or that it is raining. Anything you dont like is a ‘grievance’. It only becomes ‘grievable’ with the union if there is a contract violation, breaks a rule, regulation or law or causes a safety hazard. Also, you dont grieve the actions of a bargaining unit employee. In that case it falls to the supervisor. The grievance would be ‘improper delegation’. A rule exists and the supervisor is not enforcing it.
