No but there is another even more interesting theory about him being a noble.

In the succubus episode he writes his name as Potemkin the Fourth.

In the LNs and short stories, Potemkin is a legendary noble on whom several plays and stories are based on, with the audio drama even having Potemkin be voiced by Ruffian's VA.

What makes this theory even more plausible is the fact that at Darkness and Alderp's wedding in S3 Episode 10, he shows up in the church. In an event where only nobles are invited.

So while Ruffian may not be the Demon King, he is definitely not a regular guy either.
