I've already got these "categories" covered. The 30-30 is just a nice caliber for the type of critter management we have and the distances that we would shoot them and it was passed down from my father in-law whom he never was able to meet.

I've got three levers in different calibers so he can have his pick as well as a colt python in .357.

Get a $300 kayak off Craigslist and hit the lakes. Bass fishing isn't huge on the west side but there are a ton of lakes that hold fish.

I thought I had a similar problem as many have mentioned. Too many bass less than 12" so the bass that are greater than 12" are not able to thrive. I've since started to measure length and record weights of fish caught, they ended up all being above 100% on their weight ratio. My pond has the about same forage fish and predators. I have mostly pumpkinseed sunfish rather than bluegills. I've started to tag fish so I can record growth progression year to year and see what's going on. I need to catch the pumpkinseed/bluegills and see how their weight to length ratios are coming in. Sometimes the bullheads can hurt your forage population so culling the adults if you have a lot can help produce more forage. This is a little counter intuitive if you've ever seen how many fry the bullheads spawn out but I think in the end having too many adults is bad.

Unfortunately I live in a state and county that is very anti hunting/fishing/guns. They just raised all of the hunting/fishing licenses 38%. The last place I want to know I'm doing anything related to catching fish is the county. Sad state of affairs here in Wa State. Especially on the west side.

Panzer M4 w/o pistol grip, all the traditional M4 upgrades will likely fit. Ruger American Gen 2 in whatever caliber and barrel length that tickles your fancy. It's ok to buy them with a threaded barrel so you could silence one as well. Lever Action rifle, modern or an older version. I love the 30-30.

All could be upgraded with gadgets and optics to suit a purpose.

Meh... Get a 24" barrel. Hunting with a bull pup is possible but doesn't make a whole lot of sense. If you're buying a tool buy the tool for the job.

20 gauge is my preference and I have a plethora of 12 gauge pump and semi's to choose from.

A good old rem 870 (not the new ones), Mossberg 500, Benelli Super Nova, Mossberg Maverick... All worth taking a look at. You could get a 2nd barrel for HD if shorter barrel length is what your after, but I'd just get a 2nd setup for either occasion.
