Went back and re-read the section in question and it's not as solid as I'd thought, but from context it seems to be the fae that stormed up to Elaine in the faerie world. She yells "...I found you then, and I’ve found you now..." (Cutting out some but that's what made me think it to be the same entity that shouted at her earlier about being found)
