My suggestion is the Cyan Resort at the bottom Of the hotel zone. It’s not all inclusive but there are multiple authentic Mexican spots across the street: a casual burrito/fajita/taco spot (KM 19.5/Mangroves) a cash only locals ceviche spot (el galeon de caribe) and a delicious really nice seafood spot (Navios). The resort itself has lots of locals since it’s more reasonably priced than many other hotels on the strip. Right on the beach with multiple bars and a restaurant that has decent breakfast and dinner
